As far as Tinder's own pages show, yes. Tinder's subscription page lists Explore in none of the Plus, Gold or Platinum feature lists. Its overview says the free version lets people match, chat and connect, with Plus, Platinum and Gold as upgrades. Explore is a collection of experiences available to Android and iOS users globally. Swiping and matching in it work the same as in Discovery.
What the paid lists leave out
The easiest way to check whether a Tinder feature costs money is to read what each plan says it includes. Tinder Plus lists unlimited daily Likes, unlimited Rewinds and Passport Mode. It also lists hiding advertisements and going incognito. Gold adds weekly Super Likes, a Boost each month and seeing who Likes You. Platinum adds Prioritized Likes.
Explore appears in none of those lists. Tinder's overview describes the free app as one that lets people match, chat and connect, and calls the paid plans upgrades on top of that. So nothing on Tinder's pages treats Explore as something you pay for.
That is the honest limit of the answer. Tinder's pages say what is included in each plan, and Explore is not listed under any of them.
What Explore is
Explore is a set of themed tiles. Each tile gathers people around an interest or an experience, and you swipe inside it the way you would in your main stream.
Tinder's help center says swiping and matching work the same in Explore as they do in Discovery, with the people you see tailored to the experience you chose. A right swipe is still a like, a left swipe is still a pass, and a match is still a match.
It is available to Android and iOS users globally. If you mostly use Tinder in a web browser, look for it on your phone.
Why a tile you saw may be gone
Tinder says some Explore tiles are region or time specific and subject to change. That means the set you see depends on where you are and when you open the app.
A tile can appear for a season or a local event and then vanish, which is not a sign that something broke. It also explains why a friend in another city may see a different list on the same day. None of that has anything to do with payment. It is just how Tinder schedules the tiles.
Free does not mean it works for you
A free feature still has a cost, and the cost is your time. Spend it where it pays.
a dating coach's rule for online dating is to set a baseline, change one thing at a time, and keep what works. Explore is a good thing to test that way. For a week, note where your conversations start, and whether the women you match with in a tile reply more than those from your main stream.
If they do, spend more time there. If they do not, you have lost nothing but a few evenings, and you know where to stop.
Use the theme in your first line
The advantage of a tile is that you know one thing about a woman before you read her card. Use it.
My advice on talking to women is that a string of factual questions makes her do all the work. So do not ask her what her favorite food is when you matched in a food tile. Give her something to react to, like an opinion about a place, with a light tease, and ask whether she wants to argue it out over a plate.
A first line about the shared theme and a specific plan is easy to answer. It also keeps you from sounding like every other man who matched with her that week.
Be choosy inside a tile
A tile is a smaller room, and it is tempting to like everyone in it. Resist that.
My point about the apps is that swiping on everyone makes you look unselective, and the app has little reason to show you the women you actually want. Take a real look at each card and like the ones you would be glad to meet.
Keep Discovery as the main place you swipe
Explore reaches fewer people than Discovery by design. Do most of your swiping in Discovery, and drop into one or two tiles that fit your life. Compare where your best conversations come from, and let that decide how much time each place gets.
What to check if you are not sure
Tinder's own pages are the place to settle it. Its subscription page lists what Plus, Gold and Platinum include, and Explore is not on any of those lists.
You can always keep using Discovery, which is where the free app does its main work. Tinder's overview says the free version lets people match, chat and connect, so skipping a paid upgrade does not stop you from doing any of that.
The short answer
Yes, as far as Tinder's own pages go: it is not in any paid plan's list. Use it as a free place to test whether a built-in topic helps your conversations, and judge it by the dates it produces.
