No. Hinge's help center has an Availability page that lists the countries where Hinge is available, and the United Arab Emirates is not on it. Dubai is in the UAE, so Hinge does not list it as a place where the app works. Hinge says it hopes to expand to other parts of the world very soon, but it has not said that includes the UAE.
What the Availability page says
The page is a plain list of countries. It includes Argentina, Australia, Austria, Belgium and Brazil. Canada, India, Israel, Turkey and South Africa are there too. So are Singapore, the United Kingdom and the USA, among others. The list is Hinge's own statement of where the app can be downloaded and used, and it is the one source worth trusting on this question.
Forum posts and old articles will tell you otherwise, usually because somebody once opened the app on a trip and it worked, or did not. Those stories describe one phone at one moment. The Availability page describes the product. Check it yourself before you rely on anyone's account.
Setting your location is not the same as access
The tempting idea is that you can simply set your location to Dubai and carry on. Hinge says that being able to set your location in the app is not the same as being able to download or access the app in every country. It recommends checking its availability page before you travel.
For new accounts, Hinge only supports setting your initial location in countries where it is available for download. It also says an account created with a location in an unsupported area may be removed.
So the risk is not just that nothing loads. A man who builds a profile with a location Hinge does not support can lose the account, along with the pictures and answers he spent time on. Do not try to get around this by faking a location. The point of the rule is that Hinge does not run in those places, and working around it is how an account ends up deleted.
If you live in Dubai
You cannot count on Hinge as your main way to meet women there. Other apps have their own availability rules, so do not assume anything. Look at each app's own help page before you download it, and ignore a blog post that says it works.
The honest advice is to build a plan that does not depend on one app. a dating coach's material covers both online dating and meeting women in person, and the in-person side does not depend on any country list. If apps are thin where you live, that is a reason to get good at the other half.
If you are visiting Dubai from somewhere Hinge works
This is the case that surprises people. You have an account from a supported country, you land somewhere else, and you expect it to behave the same way. Hinge says to check its availability page before you travel, because access in one country is not a promise about every other.
Do not plan a trip around meeting women through an app you have not confirmed works there. If you hope to line up dates before you arrive, check the page first, and have a second plan ready for the days when the app does not load.
Also keep in mind that a woman you chat with before you land is a person in another time zone with her own life. A good message is specific to her and easy to answer. A bad one announces that you are in town for a weekend. My point about messaging is that men often get a match, send one message and then go dead, or become a pen pal who never makes plans. A trip makes that worse, because the clock is shorter.
A short checklist before you rely on it
Open Hinge's Availability page and look for the country by name. Check it again before you book flights, since the list is the thing Hinge maintains. If the country is there, set your location only in a place where the app is available for download. If it is not, plan around other ways of meeting people, and do not build a trip on a hope.
The simple way to stay current
Hinge says it hopes to expand, so the list can grow. Open the Availability page before you move, before you book flights and before you build a profile. It takes a minute, and it is always the most current answer Hinge gives.
If the country you care about is not on the list, believe the list. Spend your energy on the apps that do run there and on the places where you can meet someone without any app at all.
